What is a Missouri Microbusiness License?
A Missouri microbusiness cannabis license is a marijuana facility license created to broaden participation in the regulated cannabis industry. Microbusinesses are intended for eligible individuals and entities, especially those who may not otherwise have the same access to ownership opportunities in Missouri’s legal marijuana market.
Microbusiness licenses are smaller and more restricted than medical or comprehensive facility licenses. They come with strict ownership, control, documentation, location, security, operational, and compliance requirements.
Reality check: A micro license is an opportunity — not a guarantee. Winning a lottery spot is only one step. You still need a compliant location, capital, clean ownership documents, a build-out plan, security planning, SOPs, and the ability to pass review before opening.
Microbusiness Facility Types — Official State Overview

Microbusiness Dispensary vs Microbusiness Wholesale
Microbusiness Dispensary — Retail
- Retail facility serving qualifying customers under Missouri rules.
- May acquire, process, package, store, sell, transport, and deliver marijuana product as allowed by Article XIV and rules.
- Includes retail sales and may include creation of pre-rolls as allowed.
- Must follow strict security, inventory, packaging, labeling, recordkeeping, and operational requirements.
- Success often depends on location, local approvals, staffing, security, and compliance systems.
Common pitfall: Picking a site before understanding zoning, distance restrictions, local government expectations, and true build-out cost.
Microbusiness Wholesale — Cultivation + Manufacturing
- Production-focused facility under the microbusiness framework.
- May cultivate up to 250 flowering marijuana plants at any given time.
- May acquire, cultivate, process, package, store, manufacture, transport, and sell marijuana product to other microbusinesses as allowed.
- Often more complex than retail because of cultivation, processing, equipment, environmental systems, sanitation, testing workflow, and SOPs.
- Budget and timeline usually include facility design, HVAC, utilities, equipment, security, staffing, compliance systems, and operational runway.
Common pitfall: Underestimating how long it takes to design, build, and operationalize a compliant production facility.
Before You Apply: The Big Rules People Cannot Ignore
- One license only: An individual or entity may apply for and obtain only one microbusiness license — either dispensary or wholesale.
- Your name should only appear in one application: If an individual appears in more than one application, it can cause denial of all applications connected to that individual.
- No existing facility owners: A microbusiness applicant may not have an owner who is also an owner of an existing medical, comprehensive, or other microbusiness marijuana facility license or certification.
- Majority-owned and operated: The microbusiness must be majority-owned and operated by eligible individuals who each meet at least one eligibility requirement.
- Training requirement: At least one eligible individual who contributes to the majority ownership must complete pre-application training as specified by the department.
- No disqualifying felony offense: A marijuana facility may not have an owner with a disqualifying felony offense.
- Not a residency requirement: Proof of Missouri residency is not required just to apply, but some eligibility categories are based on where someone lives.
Round 3 Lottery Process — Plain English
- Submit on time: All timely applications submitted with the application fee go into the lottery drawing.
- Late or unpaid applications are denied: Untimely applications or applications submitted without the required fee do not go to lottery.
- Applications are sorted: After the window closes, qualifying applicants are sorted by congressional district and license type — wholesale or dispensary.
- Applicant identifiers are assigned: Applicants are assigned sequential applicant identifiers within their groups.
- There are 16 lottery drawings: Each congressional district/license type group is its own lottery set.
- Applicant identifiers are emailed: Applicants receive an email before being sent to lottery with their applicant identifier.
- Missouri Lottery conducts the drawing: The drawing is done without reference to applicant identities.
- Results are posted: Results are posted by congressional district after the drawing.
- Top-drawn does not guarantee issuance: The department must still review whether top-drawn applications meet requirements.
Watch your email: The designated contact email matters. If the department asks for information, missing that email can create a real problem.
Fingerprint Update for Round 3
For Round 3, fingerprint submissions are not required within two weeks of application submission because of a variance to the requirement in 19 CSR 100-1.060(3)(k). The department will instead require fingerprint submissions post-lottery from individuals subject to disqualifying felony offense analysis as needed for review of top-drawn applications.
Plain-English warning: This does not mean fingerprints do not matter. It means the timing changed. If you are top-drawn and fingerprints are requested, respond exactly how the department instructs.
Eligibility & Documentation Requirements — Plain English + Official Categories
Applicants must be majority-owned and operated by individuals who each meet at least one eligibility requirement. You do not have to meet every category. The key is choosing the category you can document the cleanest.

1) Net worth under $250,000 + low income
Plain-English
This category requires both a net-worth test and an income-history test. It is not enough to say money is tight. You need documents that clearly show net worth and household income history.
Documentation to plan for
- Sworn financial statements for three of the last ten years showing net worth below $250,000.
- Documentation showing household adjusted gross income was below 250% of the federal poverty guidelines for at least three of the last ten years.
- Examples can include tax returns, W-2s, paycheck stubs, job loss evidence, or other documentation sufficient for review.
- Marital property may count unless you provide sufficient proof that it is not jointly owned.
Deb’s tip: This category can be strong, but it needs clean math. Do not make reviewers hunt for the numbers.
2) Service-connected disability — veteran
Plain-English
This category is for qualified veterans with a service-connected disability. The state’s examples focus on current VA documentation.
Documentation to plan for
- Current veteran health identification card showing service-connected disability; or
- VA benefit summary letter dated within six months before application; or
- VA award letter dated within six months before application; or
- Other current evidence the department determines is sufficient.
3) Arrest, prosecution, or conviction for a non-violent marijuana offense
Plain-English
This category may apply to the applicant, or in certain situations a qualifying parent, guardian, or spouse. The offense must qualify. Violent offenses and offenses involving provision/distribution to minors or driving under the influence do not qualify.
Documentation to plan for
- Relevant arrest record; or
- Relevant FBI background check; or
- Arrest record plus prosecutor letter showing the charge filed; or
- Arrest record plus certified judgment of conviction; or
- Arrest record plus certified expungement; or
- Other evidence the department determines is sufficient.
- If relying on a parent, guardian, or spouse: proof of relationship and government-issued photo ID for that person.
Important: The FBI background check used for this eligibility category is separate from the owner fingerprint/background check requirement.
4) Residency in a qualifying ZIP code or census tract — poverty/unemployment
Plain-English
This category is based on where the applicant lives and whether the ZIP code or census tract qualifies under the state’s poverty or unemployment data.
Documentation to plan for
- Two separate utility bills dated within the last four months; or
- Current residential lease with required details plus affidavit; or
- Residential mortgage with required details plus affidavit; or
- Real or personal property tax documentation dated within the past twelve months; or
- Other documentation sufficient to demonstrate residency.
- When required, documentation or screenshot from the most recent 5-year American Community Survey showing the ZIP/census tract qualifies.
5) Residency in a qualifying ZIP/census tract — historic marijuana incarceration rate
Plain-English
This category is also residency based, but the qualifying factor is historic incarceration rate for marijuana-related offenses.
Documentation to plan for
- Residency proof such as utility bills, lease, mortgage, property taxes, or other sufficient documents.
- Documentation showing the claimed ZIP/census tract is on the qualifying incarceration-rate list.
6) Graduation from an unaccredited school district at the time of graduation
Plain-English
This category is about the school district’s accreditation status when the applicant graduated. A GED does not count as graduation from an unaccredited school district under this category.
Documentation to plan for
- Documentation from the school district or accrediting authority showing the district was unaccredited at the time of graduation; and
- Certified copy of high school diploma; or
- Letter from the high school showing graduation and year of graduation.
7) Residency in a ZIP code containing an unaccredited school district — 3 of past 5 years
Plain-English
This category requires proving you lived in the qualifying ZIP for at least three of the past five years. Plan your documentation year by year.
Documentation to plan for
- Documentation verifying the school district was unaccredited during at least one of the three years claimed; and
- Two separate utility bills for each quarter of the three years claimed; or
- Residential leases for three of the past five years; or
- Residential mortgage plus affidavit; or
- Real or personal property taxes for three of the past five years.
- Applicants may mix acceptable documentation types for different years.
Helpful tip: Even if you qualify under multiple categories, choose the one with the cleanest, easiest-to-verify paperwork.
Application Resources to Gather Before July 13
The state’s application resources include ownership structure templates, blueprint examples, the microbusiness application checklist, the microbusiness eligibility checklist, application tutorials, and the DCR Location Tool.
Ownership structure: Know exactly who owns what percentage and who has control.
Eligibility proof: Put documents in the order a reviewer would need them.
Entity name: Make sure your entity name matches the structure you are using.
Facility location: Know the congressional district, GPS/address details, and distance/zoning issues.
Blueprint: Include the entire facility and required labeled areas.
Designated contact: Use an email that will be checked constantly.
Facility Location & Congressional District
Applicants must identify the proposed facility location and the associated congressional district. Applicants are not required to live in the same congressional district as the proposed facility address.
- Use the DCR Location Tool to determine congressional district, house district, and GPS coordinates.
- The district number must be manually entered in the application. It will not auto-fill.
- Applicants should document the location information accurately.
- Proposed locations must comply with 19 CSR 100-1.100(1)(C) and local government requirements.
- A marijuana facility generally cannot be within 1,000 feet of a then-existing elementary or secondary school, daycare, or church unless expressly allowed by local government at the time of application.
- A licensee’s facility must be located at an approved location and cannot be mobile.
Deb’s warning: A proposed location can sink a good application if it is too close to a restricted use, not allowed by local rules, or not realistic for build-out. Do not treat location as an afterthought.
Ownership & Control: Red Flags That Create Risk
Many microbusiness problems happen after someone “wins,” because ownership/control arrangements do not match the intent of the eligibility rules.
- Straw ownership: an eligible owner qualifies on paper, but someone else controls the business.
- Side agreements: informal deals that contradict the application or ownership documents.
- Financing that equals control: funding structures that give a non-eligible party practical control.
- Confusing cap tables: ownership percentages that do not match across documents.
- Wrong entity setup: Secretary of State records do not match what is listed in the application.
- Future transfer promises: agreements that remove or diminish control of eligible owners before DCR review is complete.
- Missing documentation: unclear operating agreements, management rights, signatures, or dates.
Best practice: Keep a clean paper trail. If you cannot explain who owns the business, who controls decisions, and how money flows, you are not ready to submit.
Budget Reality — What People Underestimate
The application fee is only the beginning. The expensive part is becoming a real, compliant marijuana facility.
Dispensary Cost Drivers
- Lease, deposits, build-out, and months of runway.
- Security cameras, alarms, access control, and secure storage.
- ADA, counters, vault/storage, signage, and local permitting.
- Insurance, professional services, SOPs, hiring, and training.
- POS, inventory systems, compliance, and recordkeeping.
Wholesale Cost Drivers
- Facility design, HVAC, utilities, water, and environmental controls.
- Cultivation/manufacturing equipment and storage areas.
- Security, access control, camera coverage, and monitoring.
- Testing workflow planning and compliance SOPs.
- Staffing, sanitation, maintenance, packaging, and operational runway.
Tip: Build a runway budget. How many months can you survive before revenue? That answer matters more than people want to admit.
Timeline: From Application to Approval to Operate
- Prepare now: eligibility proof, ownership documents, entity review, proposed location, blueprint, and application checklist.
- Submit July 13–27, 2026: complete application, required uploads, and fee through the online registry portal.
- Lottery Sept. 9, 2026: qualifying applications enter the random lottery process.
- Post-lottery review: top-drawn applications are reviewed for eligibility and minimum standards.
- License issuance expected December 2026: if the application satisfies requirements.
- Build-out and readiness: finalize site, security, SOPs, staffing, training, inventory controls, vendors, and recordkeeping.
- Pre-operational review: complete department requirements before opening.
- Approval to Operate: required before regulated operations can begin.
- Two-year deadline: operational approval must be obtained within two years of license issuance.
Common Application Mistakes Checklist
- Waiting until the application window opens to start gathering documents.
- Submitting unclear, incomplete, sideways, blurry, or inconsistent documents.
- Choosing an eligibility category without proof that matches the definition.
- Having one person appear in more than one application.
- Using ownership documents that conflict with the application.
- Registering an entity name that does not match the business structure in the application.
- Ignoring local zoning, distance restrictions, or facility feasibility.
- Assuming “selected in lottery” means “license guaranteed.”
- Assuming “license issued” means “open now.”
- Not checking email during review.
- Relying on verbal promises instead of clean written agreements.
Helpful practice: Have someone do a cold review. If they cannot understand your application folder quickly, it needs work.

How to Apply for a Missouri Microbusiness License — Step by Step
- Confirm eligibility. Pick the strongest eligibility category you can document clearly.
- Complete pre-application training. At least one eligible individual contributing to majority ownership must complete training as specified by DCR.
- Choose facility type. Dispensary or Wholesale.
- Build your application folder. IDs, ownership structure, entity information, eligibility proof, proposed facility information, and clean file names.
- Use the DCR Location Tool. Confirm congressional district, house district, and GPS coordinates.
- Prepare your blueprint. Use state examples and label required areas clearly.
- Submit July 13–27, 2026. Use the online registry portal and pay required fees.
- Watch for applicant identifier email. This comes before the lottery drawing.
- Lottery drawing Sept. 9, 2026. Missouri Lottery conducts the random drawing.
- If top-drawn, respond fast. DCR may request additional documents, explanations, or fingerprint submissions.
- If issued, prepare for operations. Site, build-out, security, SOPs, staffing, training, and records.
- Receive Approval to Operate. Required before opening or starting regulated operations.
Missouri Microbusiness FAQ
When is the Round 3 application window?
The Round 3 application window is July 13–27, 2026. Applications are accepted electronically through the online registry portal.
When is the Round 3 lottery?
The lottery drawing is scheduled for Sept. 9, 2026. Results are expected to be posted by congressional district after they are available.
When will Round 3 licenses be issued?
License issuance is expected in December 2026, but top-drawn applications still have to satisfy review requirements.
How many license types are there?
There are two microbusiness license types: microbusiness dispensary and microbusiness wholesale.
Can I apply for more than one license?
No. An individual or entity may apply for and obtain only one microbusiness license. If an individual appears in multiple applications, all applications connected to that individual may be denied.
Can an owner of an existing medical or comprehensive facility apply?
A microbusiness applicant may not have an owner who is also an owner of an existing medical, comprehensive, or other microbusiness marijuana facility license or certification.
Is Missouri residency required to apply?
No. Proof of Missouri residency is not required just to apply. However, some eligibility categories are based on residency in certain qualifying ZIP codes, census tracts, or school districts.
Does winning the lottery mean I get a license?
Not automatically. The department must determine whether top-drawn applicants meet application requirements before issuing a license.
Does getting a license mean I can open immediately?
No. A facility must receive Approval to Operate before opening or starting regulated operations.
How long do microbusiness licensees have to receive Approval to Operate?
Microbusiness licensees must receive operational approval within two years of license issuance.
Are fingerprints required with the Round 3 application?
For Round 3, fingerprint submissions are not required within two weeks of application submission because of a variance. DCR will instead require fingerprint submissions post-lottery from individuals subject to disqualifying felony offense analysis as needed for review of top-drawn applications.
