What are the two facility types?
Dispensary (retail) and wholesale (cultivation/processing).
Who is eligible?
Majority owners must meet one of the criteria in Article XIV §2. See MO program page.
How are licenses awarded?
By lottery, per the constitution and state rules.
What is “Approved to Operate”?
Means the facility has completed requirements and can open to the public.
Next application window?
Fall 2025 or later, pending state updates. Monitor cannabis.mo.gov.

How to Apply for a Missouri Microbusiness License

  1. Confirm Eligibility — Majority ownership must meet at least one Article XIV criterion (income/net‑worth, qualifying ZIP/census tract, unaccredited district, service‑connected disability, or qualifying non‑violent marijuana offense). Review the state overview: Microbusiness Program.
  2. Choose Facility Type — Microbusiness Dispensary (retail) or Wholesale (cultivation/processing). You cannot own other standard facility licenses.
  3. Gather Documentation — IDs, ownership structure, eligibility proofs, site intent, compliance plan outline, and financial readiness (application + startup budgets).
  4. Create Portal Account — Use the state portal when the window opens. Follow instructions precisely and upload complete, legible documents.
  5. Pay Application Fee — Fees are set by rule; verify the current schedule on the state site before submission.
  6. Submit During the Window — The state verifies eligibility; complete applications go to a random lottery.
  7. If Selected — Begin build‑out, compliance preparations, and pre‑operational requirements (security, seed‑to‑sale, SOPs, staffing).
  8. Inspections & “Approval to Operate” — You must pass inspections and receive Approval to Operate before opening.
  9. Open & Maintain Compliance — Ongoing reporting, training, and audits. Keep licenses, insurance, and SOPs current.
